• Intro text for Chapters 1-4

  The first volume, Noise Exposure Maps (NEM), presents current aircraft noise impacts and anticipated impacts in five years.  The NEM also contains sufficient information so that reviewers unfamiliar with local conditions and the technical aspects of aircraft noise can understand the findings.  The Hawaii Department of Transportation - Airports Division (DOT-A) approved the NEM and submitted it to the Federal Aviation Administration for acceptance in May 2009.

  Intro text for Chapters 5-7

  The second volume, Noise Compatibility Program (NCP), includes Chapters Five, Six, and Seven.  Chapter Five, Noise Abatement Alternatives, discusses and analyzes potential methods of reducing or shifting aircraft noise to be less disturbing to noise-sensitive areas.  Chapter Six, Land Use Alternatives, analyzes potential land use planning and zoning techniques to prevent the development of new noise-sensitive land uses in areas exposed to aircraft noise.  Finally, Chapter Seven presents the Noise Compatibility Plan.  The plan is organized into three elements: noise abatement, land use management, and program management.  The first two elements are based on the findings from Chapters Five and Six.  The program management element includes measures to administer, refine, and update the overall program as needed in the future. A public hearing has been scheduled by the State of Hawaii, Department of Transportation, Airports Division, to receive testimony on the NCP for Kona International Airport at Keahole.  The public hearing has been scheduled for:
